Here's how Trump's 3% economic growth target stacks up against past presidents

Morality more so than numbers seems to be the focus of discussion as the nation debates President Donald Trump's first federal budget proposal.

In closed-door meetings aimed at crafting a measure, GOP senators have discussed changing the House's proposed Medicaid cuts and aiming health care tax credits more toward low earners, but they've reported little progress.

Some Republican lawmakers welcomed the budget cuts.

Treasury Secretary Steven Mnuchin had expected the government to hit the legally mandated debt ceiling - now about $20.1 trillion - in early September. Mnuchin has in the past urged Congress to raise or suspend the debt limit. He had previously said the deadline to act was sometime in the fall, in line with other analysts. "We don't want to measure compassion by the number of programs we have and the number of people on them".

Mick Mulvaney, director of the Office of Management and Budget, while introducing the budget Tuesday: "There are no Medicaid cuts in the terms of what ordinary human beings would refer to as a cut".

"If it's important enough for us to have then we should be paying for it, because right now my unborn grandchildren are going to be paying for it, " Mulvaney said.

On Capitol Hill, Trump's budget won polite praise from some Republicans, but Democrats were dismissive.

The budget proposal also expects states to pitch in too.

And Rep. Hal Rogers called the cuts to Medicaid "draconian".

California Gov. Jerry Brown, a frequent critic of Trump, was also critical of the budget, which he said was "based on utterly bogus economic assumptions".

Mulvaney told Jackson Lee he was aware of the difference between types of diabetes.

The budget would reduce pension benefits for federal workers by $63 billion by eliminating cost-of-living adjustments for most and by requiring employees to make larger contributions. A much-anticipated congressional analysis of the bill was released Wednesday.

According to the Committee for a Responsible Federal Budget, in order for Trump's tax cuts to pay for themselves, "The country would need roughly 4.5 percent sustained growth to pay for the entire tax plan - two-and-a-half times the 1.8 percent that CBO projects to occur over the next decade".

Trump administration critics were not as forgiving.

"Taking money from someone without an intention to pay it back is not debt. We are not spending less money one year than we spent before". Clark replied, "I am shocked".

The former NY real estate broker, who previously promised not to cut welfare programs while campaigning to become president, has proposed cutting almost $200 billion from the Supplemental Nutrition Assistance Program (SNAP), commonly known as food stamps, over the next 10 years. Connecticut Rep. Rosa DeLauro called the budget "cruel", "heartless", "evil" and "inhumane".

President Trump's budget chief defended the administration's first budget proposal on Wednesday, underscoring the importance of economic growth and putting "taxpayers first".

Pramilla Jayapal of Washington told Mulvaney that cuts to food stamps, payments to the disabled, and other programs are "astonishing and frankly immoral".

Mulvaney also told the panel it will take cuts to Social Security and Medicare to balance the budget in the future. There are severe cuts to arts programs, education, scientific research and foreign aid, but anti-poverty efforts are taking some of the biggest hits.

Democrats will oppose any changes to the program, which is designed as a temporary safety net for Americans who find themselves unable to adequately feed themselves or their families. Another $72 billion over 10 years would come from Social Security's disability insurance program, including $50 billion in savings achieved by helping recipients obtain jobs and get off the program.
